Procurement and delivery of pharmaceuticals for different health facilities in the West Bank and Gaza

United Palestinian Appeal, Inc. (UPA), a 501(c) (3) New York-registered non-profit organization, with headquarters in Washington, DC. Established in 1978 by Palestinian-American professionals, UPA was conceived as a non-political, non-sectarian organization that would help Palestinians meet their relief and development needs.

UPA is currently implementing health and medical-related projects and invites bids from eligible and qualified bidders who are officially registered locally in the field of pharmaceuticals who have prior experience in supplying and delivering pharmaceuticals to health facilities in the West Bank and Gaza.

The items under this bid will be delivered to different health facilities in the West Bank and Gaza. Given that, the bidder is fully responsible for all required procedures and costs to supply, deliver and handover all items procured, and in accordance with the bid terms and conditions, Bill of Quantities (BoQs). In addition, the bidder will be fully responsible for issuing a zero-tax invoice, where applicable.

Notes:

· For West Bank bidders: Bid Entry Bank Guarantee with 5% of the bid value (Scanned Copy should be included in the documents) valid for 120 days. And the original should be submitted and delivered to UPA office in Ramallah at the following address: Rukab Building, 5th floor, Sa’d Sayel Street, Ramallah, Palestine.                                                                                  · Personal Bank checks will not be accepted.

Special Delivery and Logistics Conditions for Gaza Items:

• Gaza-based bidders are strongly encouraged to apply for Gaza pharmaceutical items, especially for immediate delivery requirements to healthcare facilities inside Gaza.                                                                                                                                • West Bank bidders applying for Gaza pharmaceutical items may submit offers under one of the following delivery options:

1. Direct delivery to Gaza healthcare facilities, where the bidder shall be fully responsible for all logistics, coordination, transportation, permits, access procedures, and delivery arrangements until final delivery inside Gaza.                                          2. Delivery to UPA Warehouse or another location specified by UPA for future shipment to Gaza. Delivery to Gaza depends on required approvals, border rules, access limits, and the security situation.                                                                                                 a. If bidders choose option 2, UPA will not issue a contract, purchase order, or delivery confirmation until all Gaza entry                     approvals are obtained and coordination steps are completed by UPA or its partners.                                                                   b. The bidder must provide any needed documents, packing lists, proforma invoice, certificates, packaging details, or                       shipment information requested by UPA or its partners later for approval and coordination.
