On behalf of Project HOPE Gaza, an international non-profit relief and development organization headquartered in Washington DC, USA, we extend an invitation for your company to submit a bid for Establishment of Long-Term Agreement for Water Trucking Services Across the Gaza Strip listed in Annex A.

Invitation to Bid Details
- Use your company letterhead when you submit your offer.
- An offer should be complete and dated and include payment terms even if they don’t comply with Project HOPE’s preferred terms. (30 days net from invoice issuance)
- An offer should include a preferred payment modality (Wire Transfer, Check, Cash Payment)
- Please provide your service implementation timeline and ability to respond to call-off orders.
- Include the required administrative, technical, and financial supporting documents as requested in the ITB.
- Price must include any discount terms, transportation, operational costs, and insurance costs applicable.
- Please provide one quote for the services listed in Annex A, ensuring that all required pricing fields are completed.
- Services will be requested through call-off orders based on operational needs, access conditions, and funding availability.
- All prices shall be in USD.
- Bids should be valid for 365 days from the submission deadline.
- The list of required services can be found in the attached Annex A.
PARTIAL QUOTATIONS WILL BE ACCEPTED
MULTIPLE VENDORS MIGHT BE AWARDED
Please submit your bid by completing Annex A and providing all required documents as outlined in the ITB. You may also submit your offer on your company’s letterhead, ensuring that all required information and supporting documents are included.
BOTH SUBMISSION OPTIONS ARE ACCEPTABLE
Project HOPE is posting this as an active ITB with a final submission deadline no later than
14:00 Gaza Time, 24 May 2026, to the following email address:

The bid should be valid for 365 days from the ITB due date. If this is not possible, please quote your best bid validity timeframe.
Based on the Lowest Price Technically Acceptable Source Selection Process, an award will be made to the Bidder submitting the lowest evaluated price that meets or exceeds the technical acceptability standards and complies with the administrative, technical, and financial requirements stated in the ITB. Project HOPE reserves the right to award one or more LTAs, in whole or in part, including partial/split award by governorate, distribution modality, or operational area.
