Request for Quotation (RFQ): Legal Advisory Services for the Establishment of a National Child Parliament
Organization: Save the Children International (SCI)
Partner: Ministry of Social Development (MoSD)
Background:
Save the Children International (SCI), in partnership with the Ministry of Social Development (MoSD), is supporting the activation and unification of child councils under the framework of the Palestinian National Child Council Body.
MoSD has committed to establishing a unified national structure, culminating in the creation of a National Child Parliament by 2026. This Parliament is expected to include approximately 40–60 elected children, ensuring:
Geographic representation
Gender balance
Inclusion of children with and without disabilities
Scope of Services:
SCI is seeking qualified legal service providers to deliver advisory support related to:
Governance structures
Child rights frameworks
Institutional and public sector legal systems

Evaluation Criteria:
1. Technical Expertise & Reliability
Bidders must demonstrate:
Strong legal expertise
Proven experience in governance, child rights, or institutional advisory
Ability to deliver services accurately, professionally, and within deadlines
Compliance with applicable legal and regulatory standards

3. Compliance with RFQ Requirements
